What determines the cost of an upflush toilet bathroom?
The toilet package is only one line in a basement bathroom budget. The total changes most with the discharge route, electrical work, additional fixtures and finishing requirements.

Start with the actual requirement
Separate the estimate into toilet and pump, piping and fittings, electrical work, labor, permits, framing, waterproofing, flooring and fixtures. Ask whether the quote includes opening and repairing finished surfaces and connecting the discharge to the approved building drain.
Compare the specifications that matter
A half bath with a nearby suitable drain can be a very different project from a full bath requiring a shower inlet, long discharge run and new ventilation. A macerator may reduce slab work but adds a powered component that will eventually need service.

How the system fits into the whole bathroom

A discharge pipe that runs far across the ceiling is not equivalent to a short vertical lift, because friction and bends affect performance. The location of the existing drain and the service access should therefore be drawn on the same plan as the finished room.
